The Automated Personnel Units are androids constructed in the Delta Quadrant by the inhabitants of Cravic and Pralor, respectively, designed to fight their war. When the war ended and the APUs were set to be disabled they then destroyed their creators and resumed the previous war. The two powers are mostly engaged in hostilities towards one another but have been known to fire upon the likes of Starfleet ships should we interfere with either side.

The Breen have always remained hostile towards the majority of species within the Alpha Quadrant. A brief settlement during the Dominion War saw them as allies of the Dominion but the conclusion of the war saw them withdraw from this agreement. The Breen Confederacy has upheld their isolationist policy and at present does not have any known alliances, instead still enacting hostilities towards other races that they encounter.

The Devidians are a group of life forms that do not often present themselves - nor do we often stumble upon them, considering how they exist ‘out of phase’ with our universe. They have been known to investigate sources of triolic radiation, conduct reckless time travel which risks altering the timeline, and satiate their hunger for neural energy. If they are encountered and attempt to attack then United Federation of Planets members are encouraged to act in self-defense.

The Iconians are an ancient species dating back over 200,000 years ago. The species utilizes other beings such as the Elachi, Heralds, Bluegill parasites, and Solanae (the people who created the Dyson Spheres which we now study.) In the late 2360s they attempted to utilize the Bluegill to infiltrate Starfleet Command but this effort was thwarted. In 2387 the Iconians directly manipulated Romulan officers to cause the Hobus Supernova, destroying both Romulus and Remus. In 2409 an Iconian War against the United Federation of Planets broke out - following their defeat in 2410 the faction retreated and has remained unheard from since. All interactions with the Iconians have been negative and we believe that they will remain hostile towards Alliance members.

The Kazon are a group that suffer from continued division over different ideals and policies, each sect also owning different natural resources that the other groups fight over. The Kazon have no centralized representation but the ‘Kazon Collective’ refers to them as a whole, other than the Kazon-Ogla who have joined the Delta Alliance. For the most part the Kazon are hostile towards Khitomer Alliance members and are known to prey on small vessels.

The Malon are a people we do not often encounter but they are ones who do not align with our ideals of environmentality and sustainability. In 2375 upon first-contact with the USS Voyager they were offered waste-reclamation technology that would solve their issue of emitting hazardous radiation but they refused it due to it making up a large section of their industry. Ever since, they have acted hostile towards us but have preferred to steer away from an open fight, knowing that the Federation would not fire upon them first.

It is believed that the Son’a can still be found within the Briar Patch but their precise location is unknown. They have not been welcome to any attempts at peace from the Federation, remaining antagonistic since their siding with the Dominion during the Dominion War. It is believed that they are still allied with the Dominion but this has not been confirmed. The Son’a are highly militant and possess powerful technology - they do not hesitate to fire first upon Federation vessels that stray into their path.

Since first-contact the Tholians have remained antagonistic towards us in space-faring; known for their xenophobia, they stray away from alliances and opt for battle instead. Since 2363 they have had ambassadors of their own positioned upon Earth but it has not helped to ease the conflict; all attempts at coming up with a mutual treaty with them have failed. They remain hostile to the majority of ships that they encounter.

The Undine are a species which have always held hostility towards the Federation - represented by Starfleet - since encountering them. They are a highly difficult species to deal with considering their advanced technology and ability to shapeshift; they have been known to utilise this to infiltrate other factions in the past. In 2410 conflict between the Undine and what would later become the Khitomer Alliance broke out, but was resolved upon the revelation that they were being manipulated by the Iconians. The Undine then withdrew to Fluidic Space, but are known to still be hostile towards the Federation and its allies.

The Vaadwaur have remained hostile towards the Federation despite all attempts at diplomacy. In 2410 their rise to power in the Delta Quadrant directly resulted in the formation of the Delta Alliance of which the Federation remains a part. They continue to reclaim the Underspace - a series of subspace tunnels spanning parts of the Delta Quadrant - from the Turei in order to aid in their expansion. Efforts against their conquest are still ongoing and Starfleet continues to aid the Delta Alliance’s members in the fight against the Vaadwaur’s oppression, with the rest of the Khitomer Alliance also striving to provide aid.
