This species is not a member of the Federation. In order for a character of this species to apply to Starfleet Academy, they will have required a letter of recommendation from a Starfleet officer ranked Commander or higher. 

There is a lack of canon in between the two eras of DSC regarding Kelpiens. In our lore, we presume that following the events of early-DSC, the Kelpiens have made proper contact with the United Federation of Planets and are aware of their technology.
